Efforts to strengthen Civil Registration and Vital Statistics (CRVS) systems have centered on deploying a range of improvement tools aimed at achieving universal civil registration and generating reliable vital statistics for reporting and planning. These experiences—along with lessons learned by countries and partners—culminated in 2021 with the creation of the CRVS Systems Improvement Framework (“the Framework”).
The Framework marks a significant evolution: moving from traditional questionnaire-based assessments to a process-driven approach. It builds on proven system-strengthening strategies while recognizing civil registration as the cornerstone of identity management and aligning with the growing momentum of global and regional CRVS initiatives.
Designed for holistic system enhancement, the Framework fosters stronger links between CRVS and identification systems. It offers practical guidance for reviewing system performance and shaping strategic and action plans through a results-oriented, modular approach. This flexibility allows application at multiple levels—whether across the entire CRVS system, a specific component like vital event registration, or a sub-process such as death certification.
Drawing on valuable lessons from countries since the launch of Version 1.0, the Framework has undergone a major transformation—and it’s now fully updated to Version 2.0 and available online here.
Updates with Version 2.0 include:
- Scope expansion to include connections with identification systems, ensuring that CRVS systems are “ID ready”
- Increased focus on inclusivity
- Strengthening its results-orientated approach through inclusion of the “11 CRVS Strategic Outcomes”
- Considerations and tools for domestic resource mobilization to support CRVS system improvement throughout the process.
