Senior Technical Advisor, Data Impact Program

The Senior Technical Advisor (STA) will provide technical assistance to national ministries of health and other key stakeholders in selected countries participating in the Bloomberg Philanthropies’ Data for Health Initiative. In collaboration with Ministry stakeholders, the STA will tailor the technical assistance package to the needs and priorities of each country. Major areas of technical assistance include: developing technical capacity of ministry staff to conduct policy-relevant data analysis based on existing vital statistics and survey data and advising on policies, procedures, and institutional structures to promote exemplary institutional data use. Technical assistance activities will include assessment and workplan development, consultation to ministry leadership, trainings for staff, etc. In addition, the STA will provide expertise in designing technical assistance tools to be used across the initiative and will be the technical lead for the Data to Policy (D2P) Program, an important sub-component of DIP, which includes a curriculum for health and economic impact analysis to evaluate alternative policy proposals and present recommendations in a policy brief to decision-makers. Significant on-site engagement will be required. The STA will report to the Director of DIP and must be based either in New York City or Singapore.

Air Quality Health Impacts Consultancy, Indonesia

Vital Strategies is working to strengthen the local evidence needed to increase public demand for and government commitment to improved air quality management for children’s health and well-being. Vital Strategies is seeking a qualified consultant to support the development of a health impact assessment and economic investment case for improving air quality in Indonesia. A core component of this work will be the comparison of various policy scenarios to promote clean air, to inform the prioritization and ‘packaging’ of feasible and cost-effective clean air interventions to be implemented by government and civil society.

The Administrative Assistant provides administrative and operational support for the day-to-day functions and needs of the Vital Strategies India Office. S/he ensures that all operational logistics of the Vital Strategies Office are managed efficiently, with a customer service manner, and in accordance with documented policies and procedures. Country Coordinator, Data Impact, Shanghai

Vital Strategies is seeking qualified candidates for the position of Country Coordinator, Data Impact in Shanghai. This position supports the Data Impact component of the Bloomberg Philanthropies Data for Health Initiative, which aims to enhance public health data use in low- and middle-income countries. Vital Strategies’ Data Impact team works closely with the Shanghai Center for Disease Control and Prevention (SCDC) to provide capacity development in the domain of data use. Data Impact’s program objective is to systematically strengthen the use of data in key SCDC decisions areas. The Coordinator will report to a Vital Strategies technical country lead, based in Hong Kong.

Resolve to Save Lives

Program Officer, Cardiovascular Health

The Program Officer will support implementation of the Resolve to Save Lives cardiovascular health (CVH) initiative, with a focus on hypertension, and be part of a small New York City-based team. Responsibilities will include review of scientific research; development of technical materials; project and partner relations management; support to and reporting on the initiative’s activities in selected project countries. Hypertension control programming is being supported in India, China, Thailand, the Philippines, Vietnam, Bangladesh, Ethiopia, Nigeria, Turkey and the PAHO region. The Program Officer position will be assigned to a subset of these project countries and be expected to travel internationally.

Technical Advisor, CRVS Improvement Program, Latin America

The Technical Advisor, CRVS Improvement Program will lead technical assistance provision in two or three countries in Latin America, including planning and implementation of work plans, and managing Country Coordinators and Country Implementation Teams. The Technical Advisor will also provide limited technical assistance to CRVS awardees of our Global Grants Program grants in the region or elsewhere. The TA will work under the supervision of the Project Director.


NetSuite ERP Administrator

The ERP Administrator is responsible for administering, supporting, configuring, updating, and developing the Vital Strategies NetSuite ERP and its various integrated applications. The individual interfaces directly with Vital Strategies staff as well as third party vendors, consultants, and service providers. The ERP Administrator partners with subject matter experts (SME) to gain insights into their business needs and then supports teams via streamlining and automating business processes. Vital Strategies is in the post-implementation phase of NetSuite ERP. The successful candidate will require proficiency in script writing, creating work flows, and custom forms and fields; system optimization will be the major focus. Applicants must possess a valid working permit to work in New York City.

Senior Technical Advisor – Verbal Autopsy

This position supports the Bloomberg Philanthropies Data for Health Initiative which aims to enhance public health data collection and use in low- and middle-income countries. The goal of the initiative is to ensure that a billion more people live in countries where data are used to steer public policy and program decisions. Under the Initiative, Vital Strategies, in partnership with other global public health organizations, is implementing a multi-year program to improve civil registration and vital statistics (CRVS) in numerous countries and municipalities in Africa, Latin America, Asia, and the Pacific. Vital Strategies has full responsibility for provision of technical assistance to several of these.

Systems Manager

USAID Compliance Review Consultancy

Vital Strategies is seeking qualified candidates for the position of Senior Program Manager, Health Confidentiality Policy Assessment and Stakeholder Education, seconded to the Pennsylvania Department of Drug and Alcohol Programs (DDAP), located in Harrisburg, PA. Confidentiality protections for SUD treatment data in Pennsylvania are more restrictive than under federal regulations, which can cause confusion and excessive caution among providers, government officials, and other important stakeholders in providing for delivery of necessary services. Vital Strategies will provide seconded staff to conduct a needs assessment that maps out gaps in understanding and practice related to the confidentiality of SUD treatment information in Pennsylvania. Results from the needs assessment will guide development and delivery of stakeholder education materials.

Tobacco Control

Deputy Director of Tobacco Control – Policy Research

This position will be involved in the tobacco control work of the International Union Against Tuberculosis and Lung Disease (The Union). This program is funded by Bloomberg Philanthropies and is designed to implement best practices of tobacco control policies at the global level.
