This resource kit was developed under the Bloomberg Philanthropies Data for Health Initiative to support countries in establishing their own civil registration and vital statistics (CRVS) performance measurement and data quality monitoring systems. Well-functioning CRVS systems record all vital events, issue legal documentation, and generate timely, reliable statistics—including cause-of-death data. Vital statistics provide high quality data which is essential for public health and social development policy and planning. As countries improve their CRVS systems through system strengthening interventions, performance measurement for system management and improving data quality for use is essential.
The kit features two primary resources, seven supplementary appendices, and a web application. The first resource, “Guidance for Civil Registration and Vital Statistics Performance Measurement and Data Quality Monitoring: A Framework for Effective Implementation,” provides a practical approach to establishing country-owned and -led, user-oriented CRVS performance and data quality monitoring systems. The “CRVS Indicators Compendium” is a structured reference for countries to support the selection and prioritization of indicators and process milestones to monitor performance and data quality of CRVS system. The Compendium includes both quantitative indicators and qualitative milestones drawn from numerous global sources, enabling a more standardized approach to performance monitoring and system strengthening indicator selection than in the past.
Appendices provide information on several case studies which served as pilot countries for resource development, and other supplemental tools for countries seeking to use this kit to establish or improve performance measurement and data quality monitoring systems. The CRVS Monitoring Application accompanies this package and helps the country team to select appropriate monitoring indicators; generate data collection forms, and visualize results in clear, sharable reports.
