With a Case Study From Rwanda
Civil registration systems rely on well-trained staff to ensure vital events are recorded accurately and consistently. This guide supports civil registration and vital statistics (CRVS) authorities, trainers and capacity-building partners in designing effective e-learning programs that strengthen the skills of professionals working across CRVS systems. Drawing on research and practical experience, including a case study from Rwanda, the guide shows how online learning can expand training access and support continuous professional development for civil registration staff.
The resource provides practical guidance on how to design contextualized e-learning courses tailored to national CRVS systems. It outlines key steps for developing training programs, from identifying learning needs and structuring course content to delivering engaging digital learning experiences. The guide also explores how e-learning can complement traditional training approaches and help reach participants in remote or resource-constrained settings.
By offering a structured framework and lessons from Rwanda’s experience, the guide helps governments and partners build scalable, sustainable training programs that strengthen CRVS capacity and improve the quality and reliability of vital statistics systems.
