The commitment by the Philippine Department of Health (DOH) to join the Open Government Partnership on Non-Communicable Disease Prevention (OGP) demonstrates that transparency, accountability and public participation are not only principles of good governance, but essential foundations of stronger, more resilient health systems.

The DOH’s proposed commitment is anchored on three critical reforms:
- Strengthening early screening and risk assessment by embedding PhilPEN, the Philippine Package of Essential NCD Interventions, into the primary care system.
- Improving transparency and accountability in Sin Tax utilization to ensure local governments put revenues from the Sin Tax Reform Act passed in 2012 toward local health outcomes.
- Establishing an integrated public NCD information dashboard to monitor case rates and drive PhilHealth benefit utilization.
