Shanghai unveiled the mass media campaign, “Consequences,” in 2018 to increase e-bike helmet use and to advocate for a national helmet regulation for e-bikes. The campaign ran on TV, mobile bus TV, signage on the exterior of buses, and LED screens in communities, hospitals and shopping centers. The key message, “Helmets save lives. Always wear a helmet and buckle-up on e-bikes too,” was also displayed on the Citigroup Tower in the Bund area.
