Cao Ying, MPH, is Vital Strategies’ China Country Director, where she leads a team strengthening local public health systems using evidence-based communication and policy advocacy in the areas of tobacco control and road safety, and for the Resolve to Save Lives’ Global Cardiovascular Health Initiative.

Cao has over 15 years’ experience designing, leading, implementing and monitoring projects in the field of health and nutrition. Her achievements include managing complex programs in China and she has a specific background in government and community-based programs that address unbalanced resource allocations to underprivileged areas. Before joining Vital Strategies, she served as the Director of Program Operations at Save the Children in China. She also spent six years working in health and development for the nonprofit sector and five years as a senior physician specializing in diagnostic ultrasound at Shanghai Ruijin Hospital.

Cao holds a master’s degree in public health nutrition from Wageningen University in the Netherlands and a bachelor’s degree in medicine from Shanghai Second Medical University.
