Felipe de Paula é doutor em Filosofia e Teoria Geral do Direito pela Universidade de São Paulo (USP – 2016), em co-tutela com a Universidade de Leiden, Holanda (2018), mestre em Ciências Jurídico-Políticas pela Universidade de Coimbra, Portugal (2008), e bacharel em Direito pela Universidade de São Paulo (USP – 2004).
Atualmente integra e equipe da XVV Advogados. Anteriormente foi sócio de renomado escritório na prática de regulação e assuntos governamentais. Atuou por dez anos na Administração Pública, tanto em âmbito federal quanto municipal. Integrou a carreira de gestor público federal e ocupou importantes posições governamentais como Secretário de Assuntos Legislativos do Ministério da Justiça, Subchefe Adjunto da Subchefia para Assuntos Jurídicos da Casa Civil da Presidência da República, Assessor Especial de Ministro do Supremo Tribunal Federal (STF) e Secretário Municipal de Direitos Humanos em São Paulo.
Foi professor em diferentes instituições de ensino. Atualmente responde pelas disciplinas Direito e Conjuntura, Direito e Desenvolvimento e Direito e Relações Governamentais na FGVlaw. É pesquisador do Centro de Análise sobre Liberdade e Autoritarismo (LAUT) e Membro da International Association of Legislation (IAL).

Felipe de Paula holds a Ph.D. in Philosophy and General Theory of Law from the University of São Paulo (2016), in co-supervision with the University of Leiden, Netherlands (2018), a master’s degree in Legal-Political Sciences from the University of Coimbra, Portugal (2008), and a Bachelor of Law from the University of São Paulo (2004).
He currently works at XVV Advogados. Previously, he was a partner at Levy & Salomão Advogados in the practice of regulation and government affairs. He worked for 10 years in Public Administration, both at the federal and municipal levels. He held government positions including: Secretary for Legislative Affairs of the Ministry of Justice; Legal Affairs Deputy Officer at the Civil Cabinet of the Presidency of the Republic; Special Adviser to the Ministry of the Supreme Federal Court; and Human Rights Secretary at São Paulo City Hall.
He served as a professor at several educational institutions. Currently he is responsible for Law and Business, Law and Development and Law and Government Relations classes at FGV Law, and is a researcher at the Center for Analysis of Liberty and Authoritarianism (LAUT). He is a member of the International Association of Legislation.
