Vital Strategies (Vital) is currently working under an agreement with Sierra Health Foundation (SHF), to provide strategic communications support to the Foundation’s California Overdose Prevention and Harm Reduction Initiative (COPHRI). In this capacity, Vital Strategies working on an eight-month project (with option to be extended) on: building the capacity of COPHRI grantees to mount communications; creating a shared communications platform for communicating our about the COPHRI’s remarkable success in reducing overdose deaths in California; and supporting select coordinated action among network partners to create Statewide moments of visibility.

The Vital Strategies team is seeking a Project Manager to support this work for the next approximately 8 months (through May 2027). Overall vision, direction, and strategy development will be led by a core team of communications and public health programmatic experts from the Vital Strategies headquarters team, while the project manager will serve as a resource to help organize the work, keep up regular communication and planning with SHF, and interface with the supported programs to encourage engagement with the technical assistance, trainings, and media assets that will be provided. The ideal candidate will have experience in project managing communications-related campaigns, have excellent writing skills and impeccable judgment, and approach projects with flexibility and good humor.

This position is based in California. Applicants based in or near Sacramento are preferred, but qualified applicants from the broader region will be considered.

The recently launched Tobacco Control Accelerator Fund aims to help advance global tobacco control progress in several low- and middle- income countries. Under this fund Vital Strategies is providing grants and technical support to governments and non-governmental organizations in countries without any best-practice tobacco control measures in place or countries close to implementing all best-practice measures.

The independent contractor will map and establish strategic collaborations with government agencies, key partners and grantees in Zimbabwe and will be based in Zimbabwe. The contractor will provide technical support to government agencies and tobacco control projects in the region.

Vital Strategies is conducting an activity to review and provide recommendations on strengthening public health surveillance systems on youth mental health and its intersections with digital media use. We are seeking competitive proposals from qualified independent contractors to conduct a series of activities in support of the project. The project will involve desk reviews and structured interviews and engagement of subject matter experts and advisors to ensure findings are grounded in real-world use cases and needs.

Purpose and Scope of this Assignment/Consultancy
Vital Strategies seeks an experienced, well-connected, and organized communications consultant with a strong background in strategic communications, journalism, public affairs, or advertising. The ideal candidate understands how to navigate multi-sectoral partnerships and shape public narratives that influence policy and public opinion.

Under the guidance of the in-country Program Lead and Vital Strategies headquarters, provide strategic and technical support to the Road Safety Program in the Dominican Republic, with a primary focus on Santo Domingo. The consultancy is responsible for advancing evidence-based road safety policies and interventions, promoting safer road use behaviors through strategic communications, and supporting the implementation of initiatives that reduce road traffic injuries and fatalities.

The consultant will be responsible for developing and executing media relations and public affairs strategies, generating earned media opportunities, organizing press events and journalist trainings, coordinating media campaign launches, and strengthening the capacity of government communication teams. The consultancy will also collaborate with government and partners to support the effective planning and implementation of road safety media campaigns across mass media, digital, social media, and public relations channels.

The consultant should be passionate about public interest issues and have the ability to transform road safety from a technical subject into a compelling social priority that drives public engagement and supports evidence-based policy action. The consultant will be a proactive self-starter who can work independently while collaborating effectively with government counterparts, media, and diverse partner organizations.
